Pulkovo Airport

Pulkovo Airport in St. Petersburg is the third in Russia by number of passengers served after Domodedovo and Sheremetyevo.

Since 2010, the Pulkovo airport is managed by international consortium — "Northern Capital Gateway", LLC. Its members are VTB Capital (57.5% of shares), the company Fraport AG (35.5% of the shares), a leading global operator of airports with its headquarters in Frankfurt am Main, and Greek investment group Copelouzos (7% share). The airport is managed under the private-public partnership agreement among three parties — the City of St. Petersburg, Pulkovo Airport Company (100% owned by the City) and NCG. This private-public partnership is the first one in the Russian airport industry. All investments are made without attraction of budgetary funds. Investment in the first phase of the project development and reconstruction of airport is 1.2 billion EUR.
